This article develops a conceptual framework derived from welfare regime and concomitant literatures to interpret housing reform in post-socialist European countries. In it, settled power structures and collective ideologies are necessary prerequisites for the creation of distinctive housing welfare regimes with clear roles for the state, market and households.

Podle výsledků Sčítání lidu z roku 2011 žije zhruba čtvrtina české populace v domech postavených panelovou technologií. Ještě v roce 2001 přitom žilo v panelácích téměř 31 % lidí. Může být úbytek lidí žijících v Česku v panelácích způsoben „mediální masáží“ podobně jako v bývalém východním Německu? S opatrností lze konstatovat, že český člověk panelákový se zatím ohroženým druhem nestává a jeho vyhynutí v nejbližších letech nehrozí.

The aim of paper is to reveal the link between the scope of housing aid designed to support ageing in place and the housing system. The main research question is whether the structure of the housing stock according to housing tenure has an impact on diversity and innovations in the supply of public housing subsidies and the housing options available to the elderly.

One key consequence of give-away privatizations was that public housing in most post-socialist states declined within a few years to a residual share of total housing market. Despite the large differences in public/social housing policies introduced after 1995, this article will show that that almost all new social housing measures proved to be unsustainable, ineffective and often had the unintended consequence of further enhancing homeownership tenure in post-socialist housing systems.

The paper aims to show the most common paths to homelessness in the Czech Republic. The theoretical approach applied in this paper attempts to move beyond the structure–agency debate by focusing on the characteristics that most homeless people share on their paths to homelessness. The paper reveals that the pervasiveness of consumer credit has often been a critical juncture on the pathway to homelessness, despite the assistance available from a strong welfare state.

Cílem statě je identifkovat hlavní faktory v pozadí úspěšné reintegrace bezdomovců zpět do dlouhodobých forem bydlení v prostředí ČR, identifikovat hlavní bariéry pro úspěšnou reintegraci a na základě zjištění těchto faktorů a bariér zhodnotit efektivnost stávajících i potenciálních nových nástrojů bytové politiky. Autoři tudíž provádějí i zhodnocení stávajících nástrojů pomoci bezdomovců a potenciál zcela inovativního a nového nástroje v podobě tzv. garantovaného bydlení.

The impacts of economic crisis on the Czech housing market were, at least till now, relatively moderate. In comparison to other developed countries (e.g. Ireland, Spain, Greece, USA, Denmark, Hungary, Estonia, Latvia or Bulgaria) was the decrease in residential property prices only gradual and the default rate is lagging behind the average of the developed countries.

This article examines whether housing tenure and regional differences in housing affordability have an impact on labour mobility. This relationship is important for understanding the sources of structural unemployment and impediments to economic growth. Using two sample surveys from the Czech Republic, this research reveals that at the individual level housing tenure is the most powerful factor determining willingness to change residence for employment reasons.

The objective of the paper is to explain one phenomenon evident in the transformation of post-socialist states: the restitution of the housing stock. In the paper, the theory of social constructivism, including Kemeny's advanced application of this theory to the field of housing studies, is used to (a) explain the causes for a particular type of property restitution in the Czech Republic and (b) outline its consequences on the role and long-term social meaning of private rental housing.
