  • Lessons from the Pandemic? Actors and Institutions in the Reform of Primary Care in the Italian Healthcare System

Stefano Neri is an Associate Professor of Economic Sociology in the Department of Social and Political Sciences at the University of Milan. His main research interests and publications focus on health and social policy, labour regulation in public services, and the sociology of professions, particularly in the health, social, and educational sectors.

Italy was the first European country to be hit by the Covid-19 pandemic, paying a high tribute of victims. Although the healthcare system has shown a good capacity for resilience, its shortcomings have also become evident, many of which are shared by numerous countries, starting with the decentralised national health services of Southern Europe. Using some conceptual and empirical tools of public policy analysis and, in other respects, the sociology of professions, the seminar reconstructs the reform processes initiated after the end of the emergency. In this regard, particular attention will be given to the critical issues existing in the reform of primary care and the professions currently operating in this field.
