The article analyse the executive-legislative relations on the case of the budgeting process. The budget is the government’s key political document. Negotiations on the budget can be taken as a case study to analyse the bargaining process in legislative institutions, reflecting the various clashes between political and partial in parliament and in parliamentary committees. The crucial factor is the distribution of the political power in parliament.
