This article examines the recall process in Polish and Slovak local government, where disatisfied residents have already ousted from power dozens of mayors, often on the basis of perceived corruption or abuse of power. In these countries, the local recall is among the most important innovations supporting civic engagement. The article assesses the recall as an instrument of democratic innovation and determines whether it offers a form of decision-making capable of resolving major local conflicts.…

Civic initiatives in the context of legal uncertainty

In this article, we analyse initiatives organized by groups outside of formal politics that involve political confrontation with elected officials, and the need for recourse to the courts. We show that a civic initiative submitted by a proposer gives the voter not only the option to constrain the mayor but also the possibility of learning the mayor's type from the signals conveyed in the legal contest over the validity of the initiative. The first part of the study forms the description of housing allowance systems in selected EU countries. A greater burden of rent expenditure by households and higher regional differentiation in rent prices could be expected in the Czech Republic since 1.1.2002.
