The purpose of the shared activities project “Strategic Intelligence for Research and Innovation” is to provide analytical capacities and data-based strategic information — i.e. strategic intelligence services — to public administration bodies and research organisations for the implementation of research, development and innovation policy (hereinafter “RDI”) in the following areas:
international cooperation in RDI,
large research infrastructures,
research and innovation specialisation,
technological development,
development of human resources and capacities for research and innovation, and issues of gender and conditions for the participation of women in science.
The National Contact Centre for Gender and Science of the Institute of Sociology of the Czech Academy of Sciences is responsible for implementing activities in Area 5, which is addressed by Module 4 — Gender and Science.
The project will contribute to the systematic use of analytical capacities and evidence-based strategic information in the development and implementation of public policies aimed at strengthening the internationalisation of RDI, developing the environment of large research infrastructures, enhancing the research, innovation and technological specialisation of the Czech Republic and technological development, as well as developing human resources and capacities for research and innovation, and addressing issues of gender and conditions for the participation of women in science.
The project responds directly to the demand of the Ministry of Education, Youth and Sports (hereinafter “MEYS”) and the Ministry of Industry and Trade (hereinafter “MIT”) for independent expert input for the strategic management of the RDI system. However, the results in the above-mentioned areas may also be used by a broader range of actors within the research and innovation system in the Czech Republic.
The project will ensure continuous and systematic support for MEYS and MIT in obtaining strategic information for the development of RDI in the defined areas. The key outcome of the project is the systematic use of strategic intelligence capacities for the purpose of making informed strategic decisions on support for international cooperation in RDI, large research infrastructures, research and innovation specialisation, technological development, the development of human capacities for research and innovation, issues of gender and conditions for the participation of women in science, and related RDI activities within the remit of MEYS and MIT.
The main users of the project results in the above-defined Areas 1–5 will be, on the one hand, public administration bodies, which will be provided with strategic intelligence services for research and innovation policy, and, on the other hand, research organisations and educational institutions, which will receive analytical support for activities in the field of RDI.
In 2022, cooperation continued with MEYS, the Department of Gender Equality of the Office of the Government, the Office of the Minister for Science and Research, and other entities. A total of 17 outputs were produced in the form of analyses, background documents and other materials; two seminars for funding providers were organised; one public event was co-organised; and, in cooperation with the rest of the consortium, a traineeship was carried out for employees of the Department of Analysis and Coordination of Science, Research and Innovation of the Office of the Government. The publication Legal Aspects of Gender-Based Violence at Higher Education Institutions was also produced, as was the annual Monitoring Report on the Position of Women in Czech Science.
In 2024, cooperation continued with MEYS, the Department of Gender Equality of the Office of the Government, the Office of the Minister for Science and Research, and other entities. Several analyses were produced, and analytical reports from the prevalence study on gender-based violence were published. The annual monitoring reports on the position of women in Czech science were also prepared.
