No coalition is an island: how pre-electoral coalitions at the national-level shape local elections

No coalition is an island: how pre-electoral coalitions at the national-level shape local elections

The rise of populist parties has affected the structure of electoral competition on the national level. To evaluate the depth of such changes, this paper examines whether pre-electoral coalitions (PEC) that contested the 2021 Czech general election aiming to replace the populist ANO in the government were replicated at the local level. Using the probit multilevel model estimated on the dyads, the results indicate that local pre-electoral coalitions were more likely to form if they were based on two (of three) …

Welfare Regimes and Support for Income Redistribution in Europe

Income redistribution and changes in redistributive policies are highly contested issues that often have a bearing on societal debate and electoral competition. Using European Social Survey data, we trace trends in public attitudes toward income redistribution in 18 European countries from 2002 to 2019, a time period which included the Great Recession, the 2015 migrant crisis, and an increase in income inequality. Although attitudes toward income redistribution were relatively stable, trends presented by count…

Students’ School and Political Participation in a Former Socialist Country

Former socialist states made great progress in the institutional set up and development of civil societies after the fall of their non-democratic regimes. However, the gap in levels of political participation between former socialist states and old democracies remains. Using two-wave panel data, this study explores how four different types of participation are related to each other and whether a sense of internal political efficacy is a prerequisite or a product of these types of participation. The results imp…

Tschechien: Herausforderungen durch Polarisierung und Machtfusion

The chapter is part of the book which analyzes the situation of democracy in eleven post-communist EU member states and in East Germany. Over the past 30 years, the Czech Republic has experienced democratization, economic transformation and a redefinition of the nation-state. Today, it has consolidated democratic and market-economy institutions, but these are challenged by the concentration of economic, political and media power in the hands of the incumbent prime minister. The technocratic populism he represe…

Decision makers’ preferences of policy instruments

The article empirically tests the theoretical propositions on instrument choice articulated by Linder and Peters and their followers. It examines whether decision makers tend to prefer some policy instruments over others, what the patterns of these preferences are, and how they can be explained. Using a survey of Czech ministerial and regional public officials involved in strategic policymaking (N = 1,112), the findings confirm that individuals exhibit clear patterns of instrument preference that are similar t…

What's past is prologue, or is it? Generational effects on voter turnout in post-communist countries, 1990-2013

A common theme in studies of voter turnout in Central and Eastern Europe (CEE) is that the legacy of communism attenuates electoral participation. It is argued that socialization and the political habits that emerged under communism impeded democratic development by not motivating citizen activism. This paper examines this claim for voter turnout in the Czech Republic, Slovakia, Hungary, and Poland for all general elections since 1990 using cohort analysis on pooled crosssectional post-election surveys from gi…

Comparing Citizen Attitudes towards Security and Liberty in the Czech Republic and Slovakia

The article focuses on the relationship between security and privacy from the point of view of a citizen. It examines Czech and Slovak citizen attitudes toward the use of strong prevention security measures in a situation where the government suspects a terrorist attack or security threats in general. The authors focus on the Czech Republic and Slovakia, two countries that do not have much experience with a severe threat to security, so security is more about pre-emptive measures and general consideration. Dat…
