This study examines the approach to addressing sexual and gender-based harassment by analysing information reported in the 2023 annual reports of 25 public universities in the Czech Republic. It investigates the measures universities report, how they fulfil the requirements of the 7P model (Prevalence, Prevention, Support, Prosecution, Service Provision, Partnerships, and Policies) and the Minimum standard for a safe environment for high-quality, sustainable, and independent research and educational activities, which form the basis of the Ministry of Education, Youth, and Sports (MŠMT) reporting guidelines. It also evaluates the development of these measures since 2021.
The findings reveal an increase in the number and diversity of tools implemented, including the adoption of gender equality plans, training programs, specialized online tools, and the establishment of ombudsman positions. However, universities report significantly less progress in implementing these measures. Compared to previous years, the quality of reporting has improved. Despite this positive trend, substantial differences persist among universities in addressing and reporting on this issue.
The study provides recommendations for both institutions and the Ministry of Education, Youth, and Sports which focus on improving reporting practices as well as enhancing the implementation of reported measures and policies.
