A low response rate is regarded as one of the main sources of variable variance and bias in mass survey estimates. There is a consensus among scholars and pollsters that response-rate trends have been declining, and that this fact poses one of the most serious problems affecting contemporary quantitative social science research. Since the mid-1990s there has been a dramatic decline in the response rates also of sample surveys conducted in the Czech Republic.

Non-response rates among Czech respondents in surveys between 1995 and 2005 were almost twice the rate between 1991 and 1995. Such trends point to a decline in the “survey climate.” While non-contacts and refusals are a significant problem, issues relating to how fieldwork is undertaken are equally important. The large fluctuations in non-contacts and the relative success of the Czech Statistical Office and the ESS II.

The article identifies controversies related to pre-election polls and explains their impact on the possibility to use results. In this context it also pays attention to the importance of polls for representative democracy, impact of the publication of results on public opinion, the possibilities of manipulating surveys, risks related to the growth of research production, the limits to election forecasting, and issues related to the relationship between research and journalism.
