Reassessing poverty measurement in Europe using a cash-flow-informed residual-income framework
We develop a cash-flow-informed residual-income (RI) framework that subtracts non-discretionary expenditures (housing costs, loan payments, transportation) from disposable income (DI) to reassess poverty in Europe. Using EU-SILC 2020 microdata and Eurostat methodology, we estimate and compare RI- and DI-based poverty rates. Removing barriers to the creation and growth of businesses, including for women entrepreneurs, is a common policy goal of governments around the world. Perceived costs and benefits and public support for climate policies
Public support for climate policies remains limited, partly due to perceived economic costs. However, using survey data from four European countries, we show that support is more strongly related to perceived benefits than costs. This suggests that public discourse has overemphasized costs. To build broader support, advocates should focus on communicating the benefits and effectiveness of climate action, rather than merely addressing concerns about economic burdens.…
